What is PRGI Registration (Earlier RNI)?

PRGI Registration in India, now administered by the Press Registrar General of India (PRGI), is a mandatory statutory requirement for any individual or entity intending for newspapers and other qualifying periodicals containing public news or comments on public new. With the enforcement of the Press & Registration of Periodicals Act, 2023, the earlier regulatory framework governed by the Registrar of Newspapers for India (RNI) has been replaced, and the registration process has been streamlined under the PRGI system through the Press Sewa Portal. For a periodical proposed from Gujarat, the declared place of publication must be stated accurately in the PRGI application and reflected consistently in the approved registration particulars.

The objective of PRGI registration is to ensure that all publications operate within a regulated and transparent environment, with clearly identified ownership, declared printing arrangements, and approved publication titles. It also enables the Government to maintain a structured database of publications across the country and prevent duplication or misuse of publication titles.

Obtaining PRGI registration is not optional

PRGI registration is mandatory for newspapers and other qualifying print periodicals containing public news or comments on public news that are published in India. Such publications cannot be lawfully published without obtaining registration under the Press and Registration of Periodicals Act, 2023.

Under the present PRGI System, title allotment and periodical registration form part of a single online application process through the Press Sewa Portal. The applicant may propose suitable titles, provide details of the owner, publisher and printing press, complete the prescribed online formalities and pay the applicable government fee. Upon approval, the Press Registrar General of India (PRGI) issues the Certificate of Registration, after which publication may commence in accordance with the applicable law.

PRGI registration applies to eligible print periodicals and does not apply to digital-only news portals, websites or online media platforms. Such digital publications may, however, be subject to separate requirements under applicable information technology, media and other laws.

Further, an ISSN (International Standard Serial Number) may be obtained for eligible serial publications, including certain print and online publications, but ISSN is different from and does not substitute PRGI registration where PRGI registration is legally required.

Who Can Apply for PRGI Registration?

Under the Press and Registration of Periodicals Act, 2023, any citizen of India or any entity incorporated and registered in India under applicable law may bring out a periodical, subject to the prescribed eligibility conditions. An eligible owner proposing publication from Gujarat must appoint the publisher and disclose the relevant publication and printing arrangements for Gujarat on the Press Sewa Portal.

The owner must appoint a publisher responsible for publishing the periodical and provide details of the proposed place of publication, language, periodicity, title options and printing arrangement. The printing press should have the required profile/intimation on the Press Sewa Portal, and the printer must accept the publisher’s request online.

The applicant must also satisfy the eligibility requirements under the PRP Act, including that the owner/person concerned has not been convicted for specified offences involving terrorist acts, unlawful activities or acts against the security of the State.

Can a Foreign-Owned Entity Apply for PRGI Registration?

An entity with foreign investment may apply subject to the applicable FDI policy, FEMA requirements and Ministry of Information & Broadcasting approvals.

For newspapers and periodicals dealing with news and current affairs, foreign investment is presently permitted up to 26% under the Government route. Therefore, a wholly foreign-owned subsidiary would generally not qualify for this category merely on the basis of being incorporated in India. Separate rules may apply to permitted categories such as facsimile editions and certain specialised publications.

Under the current PRGI system, title options and registration are processed through a single online application on the Press Sewa Portal; there is no separate pre-registration title verification application under the earlier RNI process.

Step-by-Step PRGI Registration Process

PRGI Registration is now completed online through the Press Sewa Portal under the Press and Registration of Periodicals Act, 2023. Title allotment and registration are part of a single integrated application process. For an application relating to Gujarat, the online application is also routed to the Specified Authority having local jurisdiction over the declared place of publication. Under Rule 5(4) of the Press and Registration of Periodicals Rules, 2024, corrections or omissions in a submitted application may be addressed within five days of filing.

Step 1: Create Owner Profile & Start Application

The owner/applicant creates a profile on the Press Sewa Portal and starts New Registration – Part A by providing ownership details, proposed place of publication and other required information.

Step 2: Submit Proposed Titles

The applicant can submit up to 5 proposed titles in order of preference, along with the language, periodicity and nature of content. The proposed titles must comply with PRGI's Title Allocation Guidelines.

Step 3: Appoint Publisher & Complete Part B

The owner appoints/invites the Publisher through the portal. The Publisher completes Part B with details of the title, editor, printing press, place of publication and other prescribed particulars and uploads the required documents.

Step 4: Printing Press Acceptance

The selected printing press must have its profile/intimation on the Press Sewa Portal. The application is electronically forwarded to the Printer/Keeper, who reviews, accepts and e-signs the printing arrangement.

Step 5: E-Sign, Government Fee & ARN

After printer acceptance, the application returns to the Publisher for final e-sign and payment of the prescribed government fee. An Application Reference Number (ARN) is generated for tracking and future correspondence.

Step 6: PRGI & Specified Authority Verification

The application is electronically forwarded to PRGI and the concerned Specified Authority for scrutiny. PRGI examines the proposed title, documents, eligibility and comments received from the Specified Authority. Any clarification or deficiency can be responded to through the Press Sewa Portal.

Step 7: Certificate of Registration

Upon successful verification, PRGI issues a digital Certificate of Registration, which can be downloaded directly from the Press Sewa Portal.

Step 8: Commencement & Post-Registration Compliance

The publication should commence after receiving the Certificate of Registration. If publication does not commence within the prescribed 12-month period, PRGI may cancel the registration and withdraw the allotted title.

Thereafter, the publisher must comply with applicable requirements relating to publication copies, annual statements and reporting/revision of changes in publisher, editor, printing press, periodicity or place of publication.

Documents Required for PRGI Registration

The documents required for PRGI Registration depend on whether the periodical is owned by an individual or by a company, LLP, partnership firm, trust, society or other organisation. All details and documents submitted on the Press Sewa Portal should be accurate and consistent, particularly the name, date of birth and identity details used for e-sign. For a Gujarat application, address, authorisation and printing-related records should consistently support Gujarat as the proposed place of publication wherever applicable.

KYC & Identity Documents

For the Owner/Applicant, Publisher, Editor and Printer/Keeper, as applicable, the following may be required:

  • Document supporting Date of Birth (DOB)
  • Photo Identity Proof, preferably Aadhaar Card
  • PAN and other profile details, as applicable
  • Photograph for creation of the Press Sewa Portal profile
  • Valid mobile number and email ID

The details entered on the portal should match Aadhaar details to avoid failure during the e-sign process.

Documents for Company / LLP / Firm / Trust / Organisation

For non-individual ownership, the following documents are generally required:

  • Certificate/document supporting Date of Incorporation or Registration
  • PAN Card of the organisation/company
  • Authorization Letter from the owner authorising the applicant/publisher
  • Shareholding Pattern, where the owner is a company
  • GST Certificate, if available
  • Documents relating to Foreign Direct Investment (FDI), if applicable
  • Eligibility and Content Affidavit on stamp paper, duly notarised

The Eligibility and Content Affidavit contains details of the owner/publisher, proposed title and declarations regarding eligibility and nature of content under the PRP Act, 2023.

Printing Arrangement

A printing press must be selected during the PRGI application process. The printer/keeper should have completed the required printing press profile/intimation on the Press Sewa Portal.

Once selected, the printing request is sent electronically to the Printer/Keeper, who must accept and e-sign the request on the portal before the application can proceed.

PRGI Registration Fees in Gujarat

The cost of PRGI Registration includes the prescribed government processing fee and, where professional assistance is taken, professional charges for documentation, application filing, title selection and coordination during the registration process. The prescribed central PRGI application fee applies to a registration proposed from Gujarat; any separate documentation, notarisation, printing or professional cost for Gujarat depends on the actual arrangement.

Government Fee

The government processing fee for a new PRGI Registration application is ?1,000, payable through Bharat Kosh via the Press Sewa Portal at the time of final submission.

The fee is payable per registration application filed with PRGI.

Additional Cost in Case of Deficiency or Rejection

PRGI may raise deficiencies in the application and provide an opportunity to submit corrections or additional information within the prescribed timeline.

If the application is ultimately rejected, the applicant may have to take further corrective steps or file a fresh application, depending on the circumstances. Any fresh filing, additional documentation or extended professional assistance may involve additional costs.

Timeline for PRGI Registration

The timeline for PRGI Registration depends on the completeness of the application, admissibility of the proposed title, response of the Specified Authority and whether any deficiency or clarification is raised by PRGI. The entire process is conducted online through the Press Sewa Portal. In a Gujarat matter, processing may also depend on how promptly the Specified Authority having jurisdiction over Gujarat provides its comments and how quickly portal deficiencies are cured.

Application Submission

The Owner and Publisher complete the registration application, select up to 5 proposed titles, obtain acceptance from the printing press, complete e-sign and pay the prescribed government fee.

After submission, an Application Reference Number (ARN) is generated for tracking the application.

PRGI & Specified Authority Verification

The application is simultaneously processed by PRGI and the concerned Specified Authority.

Under Section 7(4) of the PRP Act, 2023, the Specified Authority is required to provide its no-objection or comments within 60 days from receipt of the application.

Deficiency / Clarification Timeline

If PRGI identifies any deficiency, the Publisher is generally provided 30 days to submit the required correction, information or documents through the Press Sewa Portal.

If PRGI subsequently proposes to refuse registration, the Publisher is provided 10 days to submit an online reply before a final decision is taken.

Certificate of Registration

Once PRGI is satisfied with the application, title eligibility, documents and comments of the Specified Authority, the digital Certificate of Registration is issued through the Press Sewa Portal.

There is no fixed statutory overall timeline for issuance of the Certificate, as processing time may vary depending on the application and authority verification.

Commencement of Publication

Publication should commence after receipt of the Certificate of Registration.

If the periodical does not commence publication within 12 months from the end of the month in which the Certificate was issued, PRGI may cancel the registration and withdraw the allotted title.

PRGI Title Selection & Allotment

Choosing the right title is an important part of PRGI Registration. Under the current PRGI framework, there is no separate application for title verification. The applicant can propose up to 5 titles in order of preference as part of the new registration application filed through the Press Sewa Portal. A title proposed for publication from Gujarat remains subject to PRGI's nationwide admissibility and availability review, and mentioning Gujarat in a title does not by itself guarantee allotment.

Key Guidelines for Selecting a PRGI Title

The proposed title should:

  • Be unique and distinctive
  • Preferably consist of more than one meaningful word
  • Not be phonetically or visually similar to an existing registered title
  • Not consist merely of a generic or root word
  • Have a clear and appropriate meaning
  • Be consistent with the proposed nature and content of the periodical

For each proposed title, the applicant is required to provide details such as the language, periodicity, title in English and Hindi, meaning of the title and a brief description of the proposed content.

Can You Check Title Availability Before Applying?

Applicants can search existing registered titles on the PRGI website before filing the application. However, merely because a proposed title does not appear in the existing title search does not automatically mean that it will be approved.

Final admissibility and allotment of the title is determined by the Press Registrar General of India (PRGI) in accordance with the applicable Title Admissibility Guidelines.

Eligibility for CBC Empanelment

PRGI Registration is an important prerequisite for newspapers and periodicals seeking empanelment with the Central Bureau of Communication (CBC) for Government of India advertisements. However, empanelment is not automatic and remains subject to CBC's separate eligibility criteria, publication history, circulation and applicable policy requirements.

Postal Benefits

PRGI-registered periodicals may use the Periodical Post facility offered by India Post. Newspapers satisfying the prescribed conditions may also obtain separate postal registration for concessional postage rates.

Structured Regulatory Compliance

PRGI Registration establishes a structured framework for ownership, publishing, printing and periodic compliance, including annual statements and reporting of prescribed changes. This supports transparent and compliant operation of the publication.

Compliance under PRGI Registration

After obtaining the Certificate of Registration, every publisher must comply with the ongoing requirements under the Press and Registration of Periodicals Act, 2023 and PRP Rules, 2024. After registration for Gujarat, the publisher must keep the declared particulars for Gujarat current and apply online for revision where a registrable change occurs.

Annual Statement Filing

Every registered periodical must file an Annual Statement on the Press Sewa Portal by 31st May for the preceding financial year. It contains prescribed particulars relating to publication, ownership, circulation and other operational details.

Delay or non-filing may attract penalties. Continued failure to furnish the Annual Statement can also result in suspension and ultimately cancellation of registration.

Upload of Publication Copies

The Publisher must upload a scanned copy of every printed periodical within 48 hours of publication through the Regularity section of the Press Sewa Portal.

For newspapers, physical copies of the issues published during the preceding month must also be submitted by the 5th day of the following month to the concerned PIB office. Newspapers published from NCT Delhi submit such copies to PRGI, New Delhi.

Intimation & Revision of Changes

Changes in registered particulars such as:

  • Publisher
  • Editor
  • Printing Press
  • Periodicity
  • Place of Publication
  • Certain permitted title particulars

must be updated by filing a Revised Registration Application on the Press Sewa Portal. A prescribed government fee of Rs1,000 applies to revision applications.

Transfer of ownership is processed separately through the Ownership Transfer facility on the portal.

Continuous Publication Requirement

A registered periodical must be published regularly according to its approved periodicity. If it publishes less than half of the issues required during a calendar year, it may be treated as having failed to publish continuously, which can lead to suspension of registration.

If the owner decides to permanently discontinue the periodical, an online Discontinuation Intimation must be filed within 6 months through the Press Sewa Portal.

Maintaining regular publication, timely filings and accurate registration particulars is essential for keeping the PRGI Registration active and compliant.

RNI vs PRGI Registration

The Registrar of Newspapers for India (RNI) has now been renamed as the Press Registrar General of India (PRGI). With effect from 1 March 2024, the Press and Registration of Periodicals Act, 2023 replaced the earlier Press and Registration of Books Act, 1867. Accordingly, a new newspaper or qualifying periodical proposed from Gujarat is handled under the present PRGI framework, even where applicants in Gujarat still use the older expression RNI Registration.

Accordingly, new registrations of newspapers and eligible periodicals are now processed under the PRGI framework through the Press Sewa Portal.

Is RNI Registration Still Valid?

Existing registrations issued under the earlier RNI framework continue to remain relevant, but new applications are now governed by the PRGI framework.

Therefore, terms such as RNI Registration, RNI Certificate and RNI Newspaper Registration commonly searched online now generally refer to PRGI Registration.
