Starting or running a private security agency in Karnataka? You must obtain a PSARA License before providing private security services. PSARA stands for the Private Security Agencies (Regulation) Act, 2005. It applies to businesses that provide security guards, supervisors and other private security services to companies, offices, factories, residential societies, shops and individuals.
A PSARA License in Karnataka allows an eligible private security agency to operate in the district or districts approved by the licensing authority. The application is checked by the state authority, including verification of the applicant's background and other legal requirements. Whether you want to start a new security agency in Bengaluru or expand your existing business to other parts of Karnataka, it is important to understand the eligibility rules, documents, government fees and application process before applying.

A PSARA License is a legal permission required to run a private security agency in India. It is issued under the Private Security Agencies (Regulation) Act, 2005. The main purpose of this law is to make sure that private security agencies follow proper rules while hiring guards, training staff and providing security services.
For example, if a company provides security guards to a factory in Bengaluru, a housing society in Mysuru or a shopping centre in Mangaluru, it must hold the required PSARA License. The licence is issued by the Controlling Authority appointed by the state government. In Karnataka, the licensing process is governed by the central PSARA Act and the Karnataka Private Security Agencies Rules, 2008.
A GST registration, company registration or trade licence does not replace a PSARA License. If your business carries on the work of a private security agency, you must meet the requirements under PSARA.
Any person or business planning to provide private security services as an agency in Karnataka must obtain a PSARA License. The requirement applies to new agencies as well as existing businesses that provide private security guards or supervisors to clients.
You may need a PSARA License if your business provides:
The following types of applicants may apply, subject to the legal eligibility conditions:
For example, if you want to start a security agency in Bengaluru and provide guards to IT offices, commercial buildings and residential societies, you will need the appropriate PSARA License before starting the agency's operations.
The licence can cover one district, more than one district, or the whole state, depending on the area of operation approved by the authority. The government fee also depends on the selected area. An agency planning to work across Karnataka should apply for the appropriate state-wide coverage rather than assuming that a district-level licence permits operations everywhere.
Before applying for PSARA Registration in Karnataka, the applicant must meet the conditions given under the PSARA Act, 2005 and the applicable state rules. The authority checks the applicant's background, business details and ability to meet the requirements for running a private security agency.
The main eligibility conditions include:
The law also contains restrictions for people convicted of certain offences, dismissed or removed from government service for misconduct or moral turpitude, or otherwise disqualified under Section 6. Each application is examined on its own facts.
Yes. A newly registered company can apply if it meets the legal conditions and has the required documents and arrangements in place. However, company registration alone does not give permission to start providing private security services. The agency must obtain the PSARA License first.
The documents required for a PSARA License depend on the applicant's business structure and the details requested by the Karnataka licensing authority. The authority may also ask for additional documents during verification.
The following is a general checklist to help you prepare.

The Karnataka rules require antecedent verification details for the applicant and relevant persons. For a company, firm or association, the prescribed verification details may be required for the proprietor, majority shareholders, partners or directors, as applicable.
The authority may also seek police verification and a report from the concerned district police authority. Therefore, all personal and business details should be accurate and consistent across the application and supporting documents.
Important: This is a general document list, not a substitute for the latest official Karnataka application checklist. The exact forms and supporting documents should be checked before filing.
The government fee for a PSARA License depends on the area in which the private security agency plans to operate. Under Section 7 of the PSARA Act, 2005, the prescribed fee is based on whether the agency operates in one district, more than one district up to five districts, or the whole state.
The following fee structure applies to fresh applications:
|
Area of operation |
Government application fee |
|
One district in Karnataka |
Rs. 5,000 |
|
More than one and up to five districts |
Rs. 10,000 |
|
Entire state of Karnataka |
Rs. 25,000 |
The Karnataka Private Security Agencies Rules, 2008 also provide the corresponding renewal fee structure.
Suppose you want to operate a private security agency only in Bengaluru Urban district. You would generally select the one-district category, for which the government licence fee is Rs. 5,000.
If you plan to provide security services in Bengaluru, Mysuru, Tumakuru and Mangaluru, you would need to select the appropriate multi-district category based on the actual districts covered. If you plan to operate across Karnataka, the whole-state category applies.
No. The amounts above are statutory government licence fees. If you hire a consultant to help with the application, document preparation and follow-up, professional service charges may be separate.
Before making payment, confirm the applicable fee, payment method and current instructions with the Karnataka licensing authority.
The PSARA License application must be submitted to the Controlling Authority in the prescribed manner. Karnataka provides an online licensing system for private security agencies. Applicants should follow the current portal instructions and the checklist issued by the state authority.
The general process is explained below.
First, set up the business in an eligible legal structure, such as a proprietorship, partnership, LLP or company, as applicable. Keep the registration and ownership documents ready.
Decide whether the agency will operate in one district, more than one district up to five districts, or throughout Karnataka. This decision affects the licence fee and the area covered by the application.
Collect the identity proofs, business registration papers, address proof, ownership details, prescribed forms, affidavits and other supporting documents. Make sure that the details match across all records.
The agency must ensure that its guards and supervisors receive the training required under PSARA and the applicable rules. The applicant must provide the required information about these arrangements as part of the application.
Complete the prescribed application form and submit it with the required documents and government fee through the applicable Karnataka licensing system or method directed by the authority.
The authority examines the application and may make enquiries to verify the applicant's details. Under the Karnataka rules, the concerned district police authority is involved in the verification process, including the required no-objection report.
After examining the application and completing the required checks, the authority may grant or refuse the licence. If the application is approved, the agency receives its PSARA License subject to the conditions mentioned in it.
Karnataka has an online Private Security Agency licensing system. Applicants can check the portal for current application instructions, forms, checklists and notices.
The state licensing information identifies the Additional Director General of Police, Internal Security Division, Bengaluru, as the Controlling Authority for private security agencies in Karnataka. Applicants should verify the current contact details and submission instructions on the official portal before filing.
A PSARA License is generally valid for five years, unless it is cancelled earlier under the Act. After the licence period ends, the agency must apply for renewal if it wants to continue its private security business.
Under the PSARA Act, a renewal application should be made in the prescribed form with the required fee and supporting documents. The Act provides for the renewal application to be decided within 30 days after a complete application is received.
The agency should not wait until the last moment to begin the renewal process. It should check the expiry date, confirm the current renewal requirements and submit the application within the time prescribed by the authority.
Important points about renewal:
If the licence has already expired, do not assume that the agency can continue operating or that a late renewal will automatically be accepted. The position should be checked with the authority based on the licence and application history.
Getting a PSARA License is only the first step. A private security agency must continue to follow the Act, Karnataka rules and the conditions mentioned in its licence.
The agency must ensure that security guards and supervisors receive the prescribed training. Training should cover the duties and responsibilities of guards, basic security practices, emergency response and other subjects required under the applicable rules.
The Act sets conditions for people who can be employed as private security guards. These include age, citizenship, character and antecedent verification, training and physical standards. An agency must check these conditions before hiring guards.
The agency must maintain the records required under PSARA, including details of its guards, supervisors and other prescribed information. Records should be updated when employees join, leave or change roles.
Security guards must be provided with the prescribed photo identity cards. They should carry their identity cards while performing their duties as required by the Act and rules.
The licence must be displayed as required by law, and the agency must operate only within the approved area and in line with the conditions of its licence.
The agency must cooperate with inspections and verification carried out by the authorised officers. It must also follow applicable rules relating to uniforms, conduct, training and the deployment of security personnel.
Section 4 of the PSARA Act prohibits a person from carrying on or starting the business of a private security agency without a licence. Section 20 provides punishment for contravention of certain provisions, including imprisonment for a term that may extend to one year, a fine that may extend to Rs. 25,000, or both, subject to the law and the facts of the case.
An agency should not begin providing private security services merely because it has submitted an application. It should wait until the required licence has been granted.
Applying for a PSARA License involves more than filling out a form. You need to understand the applicable rules, select the correct area of operation, prepare the required documents and respond to verification queries. Missing information or incorrect documents can delay the application or lead to further questions from the authority.

A PSARA License is the government permission required to operate a private security agency in Maharashtra. It is issued under the Private Security Agencies (Regulation) Act, 2005. Businesses supplying security guards to factories, offices, residential societies and other customers must obtain the required licence before starting operations.
You can apply through the official PSARA government portal at psara.gov.in. Select Maharashtra, complete the required application forms, upload your documents and pay the government fee. The application then goes through the required checks before the licensing authority makes its decision.
The government application fee is Rs. 5,000 for one district, Rs. 10,000 for two to five districts and Rs. 25,000 for the whole state of Maharashtra. These fees do not include document preparation, training arrangements or optional consultancy charges.
Applicants generally need business registration documents, PAN, identity proof, office address proof and details of the proprietor, partners or directors. Maharashtra's 2022 rules prescribe Form I for the application, Form II for background verification and Form III for the required affidavit. Other supporting documents may also be requested.
Under the PSARA Act, the licensing authority must grant or refuse a complete application within 60 days of receiving it with the required fee. The process includes background checks and police verification. Missing documents or incorrect information may delay completion of the application.
Yes. A business supplying private security guards to offices, housing societies, shops or other customers in Mumbai must obtain the required PSARA License. Company registration or GST registration alone does not allow a business to operate a private security agency.
Yes. If your security agency plans to operate only in Pune district, you can apply for one-district coverage. The government application fee is Rs. 5,000. If you later want to provide guards in other districts, you must ensure that your licence covers those areas.

Visit the official PSARA portal and use the available applicant login or tracking facility. Keep your application acknowledgement and registration details ready. If you cannot find the required information online, contact the Maharashtra PSARA Controlling Authority.
A PSARA License is generally valid for five years unless it is cancelled earlier. To continue operating after expiry, you must apply for renewal at least 45 days before the licence expires.

Yes. Private security agencies operating in Thane or Navi Mumbai must hold a valid PSARA License covering the relevant district or districts. Check the exact district coverage rather than relying only on city names.
Operating a private security agency without the required licence violates the PSARA Act. Under Section 20(1), the punishment may include imprisonment of up to one year, a fine of up to Rs. 25,000, or both.
A company that directly hires guards only to protect its own office, factory or other premises is not automatically a private security agency. However, if it supplies security guards to other businesses or customers, PSARA licensing requirements may apply.
No. PSARA licensing and registration requirements under Maharashtra's security guards welfare laws are different. Depending on the type of business and workers involved, both sets of rules may need to be considered. A PSARA License does not automatically replace applicable Security Guards Board obligations.
