A PSARA License is required to start a private security agency in Maharashtra. You can apply through the government PSARA portal by submitting your business details, documents and application fee. The government fee ranges from Rs. 5,000 to Rs. 25,000. The licence is generally valid for five years.
If you want to start a security agency in Mumbai, Pune, Thane, Nagpur, Nashik or another part of Maharashtra, getting a PSARA License is one of the first legal steps. Without this licence, you cannot legally operate a private security agency or provide security guards to clients.
Compliance Calendar LLP helps businesses understand PSARA requirements, prepare documents and complete the application process. This guide explains who needs the licence, how to apply online, what it costs and what you should know before starting your security business.

PSARA License is a government licence that allows eligible businesses to provide private security services. PSARA stands for the Private Security Agencies (Regulation) Act, 2005. This law was introduced to regulate private security agencies and ensure that they follow proper rules for hiring, training and supervising security guards. In Maharashtra, the licence is granted by the designated PSARA Controlling Authority under the state government.
For example, suppose you want to open a security agency in Pune and provide guards to residential societies, offices and factories. You must obtain a PSARA License before starting these services. The agency must follow the central PSARA Act and the Maharashtra Private Security Agencies (Regulation) Rules, 2022, which replaced the earlier 2007 rules. These rules cover licensing, verification, training and other responsibilities of security agencies.
Any person or business planning to provide private security guards or security services to customers must obtain the required PSARA License. This includes eligible proprietorship firms, partnership firms, LLPs and private limited companies. The requirement applies whether you want to provide guards to one residential society or manage security services for several factories and commercial buildings.
For example, if your agency supplies ten guards to a shopping mall in Mumbai, you need a PSARA License covering that area. If you later want to provide guards in Pune, you must make sure your licence also covers Pune. However, if a company directly employs guards only to protect its own office or factory, it is generally not treated as a private security agency merely because it has an in-house security team.

Yes. Section 4 of the PSARA Act requires private security agencies to obtain a licence before starting operations. Business registration or GST Registration cannot replace this approval.
Operating a private security agency without the required licence can lead to imprisonment of up to one year, a fine of up to Rs. 25,000, or both, under Section 20(1) of the Act.
Before applying, you must check whether you meet the legal requirements. An eligible individual, partnership firm, LLP or company can apply for a PSARA License. The authorities examine the applicant's background, business details and relevant information about the owners, partners or directors. Certain criminal convictions, dismissal from government service for specified misconduct and other legal disqualifications can prevent approval.
The business must also meet the conditions relating to registration and ownership under the PSARA Act. If you are starting a company with partners, check these requirements before spending money on office space or training arrangements. Your agency must also be able to provide properly trained guards and follow Maharashtra's rules for security services.
Under Section 10 of the PSARA Act, a security guard must be 18 years or above but below 65 years of age. Guards must meet the required character, training and physical fitness standards. Indian citizenship is the general requirement, although the Act allows specified exceptions for citizens of other countries if notified by the Central Government.
Before hiring or deploying guards, your agency must complete the required background checks and training. These conditions help protect both the security agency and its customers.

To apply for a PSARA License, you need documents that show your business is properly registered and that the applicant meets the legal requirements. The authority checks your business address, ownership details, identity documents and background verification information. The exact documents can differ according to your business structure and the latest application requirements.

Under Maharashtra's 2022 rules, prescribed forms include Form I for the licence application, Form II for applicant background verification and Form III for the required affidavit. Applicants should check the current forms and supporting document requirements before submitting their applications.
For example, if your business name is written differently on your PAN and registration certificate, the authority can ask for clarification. Similarly, missing signatures, incorrect addresses or incomplete declarations can delay the application. Check your documents carefully before uploading them.
If you have not registered your business, you can first explore LLP Registration or Partnership Firm Registration.

You can apply for a PSARA License online in Maharashtra through the government licensing system. The process includes creating an applicant account, preparing documents, selecting the licence coverage, paying the government fee and completing verification. Although the application is submitted online, the authority must still check the applicant's eligibility and obtain the required police clearance before granting the licence.
Step 1: Register your business. Choose a suitable business structure, such as a proprietorship, partnership firm, LLP or private limited company, and complete the required registration.
Step 2: Decide your operating area. Select whether your agency will provide security services in one district, two to five districts or throughout Maharashtra.
Step 3: Prepare your documents. Collect your business registration papers, identity documents, office address proof, affidavits and other required records.
Step 4: Create your PSARA portal account. Visit the official PSARA portal and follow the applicant registration process. Select Maharashtra and the relevant application service.
Step 5: Complete the application form. Enter your business information, applicant details and proposed operating area. Upload the prescribed documents carefully.
Step 6: Pay the government application fee. Pay the fee according to your selected licence coverage and the payment instructions provided for your application.
Step 7: Complete police verification. The concerned police authority checks the applicant's character and background. The Controlling Authority must obtain the required police no objection certificate before granting the licence.
Step 8: Receive the licensing decision. The Controlling Authority reviews the application and decides whether the legal requirements have been met. If approved, the agency receives its PSARA License.
Under Section 7 of the PSARA Act, the Controlling Authority must grant or refuse an application within 60 days from receiving the application with complete particulars and the prescribed fee. Police verification is part of the licensing process.
A licence is not automatically approved simply because the application has been submitted. The authority must be satisfied that the applicant meets the required conditions.

The government fee for a PSARA License depends on the number of districts where your agency wants to operate. If you want to provide guards in only one district, you pay the one-district fee. If you want to operate throughout Maharashtra, you must select whole-state coverage.
|
Licence Coverage |
Government Application Fee |
|
One district |
Rs. 5,000 |
|
Two to five districts |
Rs. 10,000 |
|
Whole Maharashtra |
Rs. 25,000 |
For example, an agency planning to provide security guards only in Pune district pays a government application fee of Rs. 5,000. An agency planning to operate throughout Maharashtra pays Rs. 25,000. These are the statutory application fees under Section 7(3) of the PSARA Act.
The government application fee is only one part of your overall expense. You may also need to spend money on business registration, document preparation, training arrangements, office setup and professional assistance. The total cost depends on your business structure and requirements.
If you are starting a new security agency, you should also plan for guard salaries, uniforms, identity cards and other operating expenses. Keep enough working capital to manage salary payments while waiting for clients to pay their bills. Before applying, prepare a realistic budget rather than considering only the government fee.
After submitting your application, you may want to check whether it has been approved or whether the authority needs more documents. If you applied through the government PSARA portal, use the relevant PSARA License login facility to access your application information. Keep your registration details, acknowledgement number and payment receipt safe because these can help you track your application.
For a PSARA License check online, visit the official portal and use the available applicant services. If the portal does not show the information you need, contact the relevant Controlling Authority. If you are checking another security agency's licence, verify its name, validity and approved operating area through an available official verification facility or the authority.
Use the official government portal for application services. Avoid sharing your login details, passwords or documents with unknown websites claiming to provide instant PSARA approval.
Getting a PSARA License is not the end of your responsibilities. Your agency must hire suitable guards, arrange proper training and supervise employees working at client locations. Security guards should know how to handle visitors, respond to emergencies, report suspicious activities and protect people and property. Training also covers subjects such as fire safety, first aid, communication and professional behaviour.
Maharashtra follows its own Private Security Agencies (Regulation) Rules, 2022. These rules contain provisions for training, verification, supervision and other requirements. The Central Model Rules, 2020 provide a framework of 100 classroom hours and 60 field hours over at least 20 working days for new guards. Eligible ex-servicemen and former police personnel have a shorter course of 40 classroom hours and 16 field hours over at least seven working days. Applicants must follow the training standards currently applicable under Maharashtra's rules.
Maharashtra's 2022 rules include training requirements for licence holders. The rules provide for a minimum six-working-day training programme covering security operations, emergency management, relevant laws and agency management.
This is different from the training required for security guards. Applicants should confirm the current training arrangements and instructions issued by the Controlling Authority.
Maharashtra has another law called the Maharashtra Private Security Guards (Regulation of Employment and Welfare) Act, 1981. It deals with the employment and welfare of certain security guards through Security Guards Boards.
PSARA licensing and Security Guards Board compliance are separate matters. Some employers and agencies may have additional registration or scheme-related obligations, while exemptions can apply in specific cases. Before starting operations, check which requirements apply to your business and the clients you plan to serve.
A PSARA License is generally valid for five years unless it is cancelled earlier under the law. If you want to continue operating your agency, you must apply for renewal at least 45 days before the licence expires. Under Section 8 of the PSARA Act, the authority must decide a complete renewal application within 30 days of receiving it.
After receiving your licence, maintain proper records of your guards, supervisors, training, verification and client deployments. Your agency must also follow the applicable rules for uniforms, identity cards, employee welfare and supervision. If your business plans to expand into another state, remember that your Maharashtra licence does not automatically cover operations outside Maharashtra.
Many applicants face problems because they choose the wrong licence coverage, submit incomplete documents or provide business information that does not match across records. Another mistake is making training arrangements without checking whether they meet Maharashtra's requirements.
For example, if you apply for a one-district licence but plan to serve customers in Mumbai and Pune, your selected coverage will not match your business plan. Check your operating area, documents and eligibility before applying. If the authority raises an objection, respond with the correct information through the prescribed process.
The Controlling Authority can refuse a licence if the applicant does not meet the legal requirements. However, the PSARA Act requires that the applicant be given a reasonable opportunity to be heard before refusal, and the authority must state the reasons for its decision.
If your application is rejected, read the order carefully to understand the reason. Depending on the circumstances, you may need to correct the problem, seek professional advice or consider the appeal procedure available under the Act.
Applying for a PSARA License can be difficult when you are starting a security agency for the first time. You need to understand the eligibility conditions, arrange the required documents, select the correct licence coverage and complete the government application. Mistakes can lead to questions from the authority and extra work for the applicant.
