Planning to start a private security agency in Delhi? A PSARA License in Delhi is the legal authorisation required to carry on private security agency business in the National Capital Territory (NCT) of Delhi. The Private Security Agencies (Regulation) Act, 2005 and the Delhi Private Security Agencies (Regulation) Rules, 2009 govern the registration, conduct, training and supervision of these agencies. An agency must obtain the applicable licence before offering regulated private security services.
Private security agencies commonly deploy guards and supervisors at offices, housing societies, retail stores, hospitals, warehouses and industrial facilities. The licensing framework promotes verification of applicants, proper training of security personnel, responsible supervision and accountability. The Delhi Controlling Authority examines the application and prescribed verification reports before making a decision.
Any eligible person, firm or company proposing to carry on private security agency business within Delhi should assess PSARA licensing before starting operations. A licence obtained for Delhi does not automatically permit operations in Haryana, Uttar Pradesh or any other state.
The central PSARA Act, 2005 provides the legal, while the Delhi Rules, 2009 prescribe important local procedures, forms and compliance conditions. Applicants should check the latest directions and accepted submission channels of the Delhi Controlling Authority before filing.
The types of PSARA License in Delhi are based on the proposed geographical coverage of operations. Delhi rules provide separate statutory fees for a single district, more than one and up to five districts, or the whole of NCT Delhi. Select the coverage carefully according to planned client locations and deployment requirements.
Suitable for a security agency intending to provide services in one district of Delhi. The statutory application fee under the Delhi Rules is Rs. 5,000. The agency should operate only within the authorised area.
For operations in more than one but up to five districts in Delhi, the statutory fee is Rs. 10,000. This category can be suitable for agencies serving clients across a defined group of Delhi districts.
For an agency seeking authorisation throughout the National Capital Territory of Delhi, the statutory application fee is Rs. 25,000. The licence remains subject to conditions and personnel-compliance requirements.
There is no single nationwide PSARA authorisation. If an agency wants to operate from Delhi and also deploy guards in Noida, Gurugram, Ghaziabad or other places outside NCT Delhi, it must consider the separate licensing requirements of the corresponding state or Union Territory.
To apply for PSARA License Registration in Delhi, the applicant must satisfy the central Act and Delhi-specific requirements. An eligible agency may operate through an appropriate individual or business structure, including a company, firm or other legally permissible structure. Where the applicant is a company or firm, the statutory restrictions on registration in India, Indian ownership and the composition of proprietors, majority shareholders, partners or directors must be considered.
The persons concerned should not fall within the disqualifications specified in Section 6 of the PSARA Act, including relevant disqualifying convictions or misconduct-related restrictions. Applicants must provide accurate identity, business and address information and cooperate with prescribed antecedent checks. The agency should have a functioning place of business and be able to meet training, guard eligibility, supervision and recordkeeping requirements.
Private security guards must satisfy applicable age, citizenship, verification, physical fitness and training conditions. Documentation and qualifications are assessed by the authority in accordance with the applicable Act, Rules and current administrative instructions. Fulfilling basic eligibility does not guarantee a licence.
Preparing complete documents is one of the most important steps in applying for a Delhi PSARA License. The exact checklist depends on the applicant structure and the latest directions of the Controlling Authority. Applicants should normally organise the following categories of information and supporting evidence:
Business constitution documents, incorporation or partnership records where applicable, PAN, identity and address proofs of relevant proprietors, partners or directors, photographs and details of persons forming the agency.
Evidence of the Delhi business premises, such as occupancy/ownership or rental documents and relevant address proof, along with details about the area in which security services will be supplied.
Prescribed application form, required affidavits or declarations, antecedent verification particulars, and other documents sought for police verification and authority review.
Details of the proposed training arrangements for guards and supervisors, operational policies or training documents, and statutory registrations or employee-related records wherever applicable.
Applications should follow the prescribed Delhi forms and currently accepted submission mechanism. For the original licence, the Delhi Rules refer to Form V for the application and Form VI for the granted licence. Verify current instructions before filing rather than relying only on generic forms used in other states.
Step 1 – Decide licence coverage
Choose single district, up to five districts or whole NCT Delhi based on the intended area of business. Check whether future contracts fall outside Delhi, which may require separate licensing.
Step 2 – Confirm business eligibility
Review the applicant’s business structure, promoters and management, proposed premises and statutory disqualifications under PSARA.
Step 3 – Prepare documents and training arrangements
Gather business and identification records, office proofs, declarations and supporting evidence of suitable guard and supervisor training arrangements.
Step 4 – Submit the prescribed application
Submit the Delhi-specific application and prescribed government fee through the channel currently notified or accepted by the Controlling Authority. The Delhi Rules provide for submission in Form V; the authority’s latest procedural directions should be checked.
Step 5 – Complete antecedent and police verification
The competent authorities examine relevant applicant information and obtain necessary police inputs. Incomplete or inconsistent records can result in queries or delay.
Step 6 – Respond to authority queries
Provide any clarifications, additional proof or corrections requested during examination. The authority may examine the proposed arrangements and training compliance.
Step 7 – Receive licence and begin compliant operations
Where satisfied, the Controlling Authority grants the licence in the prescribed Delhi format, Form VI. The agency must comply with the authorised territory, staffing and post-licensing obligations.
The government fee depends on the type of registration or licence, the applicable rules, and the specific requirements of the application. Additional professional charges may apply for documentation, application filing, and compliance assistance.
The overall timeline may vary depending on document completeness, application review, verification requirements, and the response time of the concerned government authority. Delays may occur if additional documents or clarifications are requested.
Note: The applicable government fee and expected processing time will be discussed after reviewing your specific requirements. Actual fees and timelines are subject to the relevant authority's rules and approval process.
Licensed private security agencies operating in Delhi must maintain appropriate supervision over their security guards in line with the PSARA Act and Delhi Rules. Supervisors oversee deployment, attendance, discipline, duty allocation and adherence to training and operational procedures. Agencies should understand the applicable supervisory arrangements when planning the number of guards and client sites.
Supervisors also help maintain reporting systems, monitor guard conduct, address operational issues and support accurate employment and security records. Under the central Act, preference is given to persons with at least three years of experience in the Army, Navy, Air Force, other armed forces, State Police or Home Guards; this is a preference and should not be presented as an absolute eligibility requirement for every supervisor. Applicable Delhi training and operational standards must also be followed.
A Delhi PSARA License is generally valid for five years unless lawfully suspended or cancelled. Agencies intending to continue operations must apply for renewal in time and maintain ongoing compliance with the terms of the licence. Importantly, Rule 11 of the Delhi Private Security Agencies (Regulation) Rules, 2009 requires a renewal application not less than 90 days before licence expiry. This Delhi-specific deadline should be used instead of a generic 45-day renewal reference.
For renewal, the agency should review the existing licence, confirm its principal place of business remains within the relevant jurisdiction, maintain prescribed guard and supervisor training, comply with all licence conditions and address police verification requirements. The Delhi Rules state that renewal fees are the same as fees applicable for grant of the licence, and renewal may be granted for a further period of up to five years.
Changes in management, address and other reportable particulars may also require timely intimation to the Controlling Authority. Starting the renewal process early can help prevent business disruption, although approval remains subject to the competent authority.
