A PSARA License is a legal approval required to operate a private security agency in India. PSARA stands for the Private Security Agencies (Regulation) Act, 2005. If you want to provide security guards or private security services to other businesses, offices, factories, housing societies or commercial properties in Haryana, you must obtain the required licence before starting your business.

Haryana follows the central PSARA Act along with the Haryana Private Security Agencies Rules, 2022. These state rules explain the licensing process, applicant verification, security guard training and responsibilities of private security agencies. They replaced the earlier Haryana Private Security Agencies Rules, 2009. Therefore, applicants should follow the 2022 Rules and the latest instructions issued by the Haryana Controlling Authority.
For example, if you want to provide security guards to a residential society in Gurugram, a factory in Faridabad or a warehouse in Sonipat, you must obtain the appropriate PSARA License covering your intended area of operation.

Any person or business that provides private security services to another person, company or organisation generally needs a PSARA License. This includes agencies that recruit, employ and deploy security guards or supervisors at client locations.
Haryana has several industrial, commercial and residential areas where businesses require private security services. For example, factories and industrial units in Faridabad and Manesar, corporate offices in Gurugram, warehouses in Sonipat and Panipat, and residential societies across the state may need trained security personnel.
A PSARA License is generally required if your agency provides:
A company that directly employs guards only to protect its own premises is generally different from an agency that provides security services to outside clients. The actual nature of the arrangement should be checked before deciding whether a PSARA License is required.

Before applying for a PSARA License in Haryana, the applicant must meet the conditions prescribed under the PSARA Act, 2005 and the Haryana Private Security Agencies Rules, 2022.
The authorities examine the background of the applicant and the people responsible for managing the agency. If the applicant is a company, LLP, partnership firm or other organisation, details of the relevant directors, partners, proprietors or other persons covered by the rules must also be submitted.
The main eligibility conditions include:
The Haryana Rules, 2022 also provide for verification of the agency's premises at the address or addresses mentioned in the application. Therefore, applicants should arrange a genuine business address and keep the supporting documents ready.
Eligibility depends on the applicant's background, business structure and other legal conditions. A person who falls under a disqualification prescribed by the Act may not be eligible to receive a licence.
Preparing the correct documents is an important part of the PSARA registration process. The Haryana application requires information about the applicant, the proposed agency, its management and its training arrangements.

The government application fee for a PSARA License depends on the number of districts in which the agency wants to operate. Under Section 7(3) of the PSARA Act, the application fee is based on the selected licence coverage.
The fee structure published in Haryana Police's application guidance is:
|
Licence coverage |
Government application fee |
|
One district |
Rs. 5,000 |
|
More than one and up to five districts |
Rs. 10,000 |
|
Entire state of Haryana |
Rs. 25,000 |
For example, if your agency wants to provide security services only in Gurugram, the one-district fee category may apply. If you plan to operate in Gurugram, Faridabad, Sonipat and Panipat, you may need the licence category covering two to five districts.
The government application fee is separate from professional charges, training expenses, office rent, uniforms, employee salaries and other business costs. The total investment depends on the size of your agency and the number of guards you plan to employ.
Before making payment, confirm the latest fee-payment instructions and any applicable verification charges with the Haryana Controlling Authority.

The PSARA License process in Haryana involves business preparation, document submission, background verification and compliance with the state's training requirements.
Choose a suitable business structure, such as a proprietorship, partnership firm, LLP or private limited company. Complete the applicable business registration and tax formalities before preparing your PSARA application.
Decide the principal place of business for your security agency. Keep the ownership documents, rent agreement or other address proof ready. The Haryana Controlling Authority may verify the premises mentioned in the application.
Collect the prescribed application form, affidavit, antecedent verification forms, business registration documents, identity proofs and other supporting records. Check that the information is correct and consistent across all documents.
The Haryana Private Security Agencies Rules, 2022 prescribe a minimum of six working days of training for the licensee. The training must follow the syllabus and directions of the Controlling Authority.
Submit the application to the Controlling Authority through the prescribed online or other permitted method. Pay the government fee according to the number of districts or state coverage selected.
The authority may verify the applicant's background and examine the details provided in the application. The Haryana Rules also provide for verification of the agency's business premises.
After checking the application and completing the required enquiries, the Controlling Authority may grant or refuse the licence in accordance with the law. Under the Haryana Rules, an order on a complete application must be passed within 60 days of receiving it.
The actual time taken may vary if documents are incomplete, verification is delayed or the authority asks for additional information.

A PSARA License is generally valid for five years, unless it is cancelled earlier under the Act. If you want to continue providing security services after the licence expires, you must apply for renewal within the prescribed period.
Under Section 8 of the PSARA Act, a renewal application should be submitted at least 45 days before the licence expiry date. The applicant must continue to satisfy the applicable eligibility and licensing conditions. The renewal fee is based on the licence coverage.
The Haryana Rules, 2022 also set out conditions for renewal. These include maintaining the principal place of business within the jurisdiction of the Controlling Authority, continuing to provide the required training facilities, following licence conditions and satisfying the applicable background verification requirements.
Do not wait until the last few days to apply for renewal. Keep the licence expiry date, application documents and training records ready in advance.
Obtaining a PSARA License is only the beginning of running a private security agency. Once the licence is issued, the agency must follow the PSARA Act and Haryana Private Security Agencies Rules, 2022.
The agency is responsible for hiring eligible guards, checking their backgrounds, arranging training and maintaining proper employee and deployment records.
Security Guard Training: Haryana's 2022 Rules prescribe at least 100 hours of classroom instruction and 60 hours of field training over 20 working days for entry-level guards. Eligible ex-servicemen and former police personnel have a shorter prescribed training course of 40 classroom hours and 16 field hours over seven working days.
Licensee Training: The licensee must complete at least six working days of training as prescribed by the Controlling Authority.
Character Verification: The agency must satisfy itself about the character and antecedents of every security guard and supervisor before employing or engaging them.
Medical Examination: Every security guard must undergo a medical examination after every 12 months from the previous examination to check continued physical fitness.
Supervisor Requirement: Haryana provides for one supervisor to supervise not more than 15 guards. Where guards are deployed at different premises and one supervisor cannot effectively manage them, the agency must arrange at least one supervisor for every six guards.
Employee Identity Cards: Guards must carry and display the prescribed photo identity card while on duty. The agency must also provide the required uniform items and identification.
Record Maintenance: The agency must maintain the prescribed records of its management, guards, supervisors, clients and duty rosters.
The agency must also follow applicable labour laws and other employment-related requirements. Proper record keeping and supervision help the business meet its legal responsibilities and provide reliable services to clients.
Starting a private security agency involves more than registering a business and hiring guards. You need to understand the Haryana rules, choose the correct licence coverage, prepare the required documents and complete the verification process.

A PSARA License is the government permission required to operate a private security agency in Maharashtra. It is issued under the Private Security Agencies (Regulation) Act, 2005. Businesses supplying security guards to factories, offices, residential societies and other customers must obtain the required licence before starting operations.
You can apply through the official PSARA government portal at psara.gov.in. Select Maharashtra, complete the required application forms, upload your documents and pay the government fee. The application then goes through the required checks before the licensing authority makes its decision.
The government application fee is Rs. 5,000 for one district, Rs. 10,000 for two to five districts and Rs. 25,000 for the whole state of Maharashtra. These fees do not include document preparation, training arrangements or optional consultancy charges.
Applicants generally need business registration documents, PAN, identity proof, office address proof and details of the proprietor, partners or directors. Maharashtra's 2022 rules prescribe Form I for the application, Form II for background verification and Form III for the required affidavit. Other supporting documents may also be requested.
Under the PSARA Act, the licensing authority must grant or refuse a complete application within 60 days of receiving it with the required fee. The process includes background checks and police verification. Missing documents or incorrect information may delay completion of the application.
