A PSARA License in Uttar Pradesh is required for businesses that want to start or operate a private security agency in the state. Whether you plan to provide security guards in Noida, Ghaziabad, Lucknow, Kanpur or any other UP district, you must obtain the required licence before starting your services. The licence is issued under the Private Security Agencies (Regulation) Act, 2005, along with the Uttar Pradesh Private Security Agencies Rules, 2023. You can apply online through the government PSARA portal after meeting the eligibility, document and training requirements.
If you are planning to start a security agency or expand your existing business into Uttar Pradesh, Compliance Calendar LLP can assist you with document preparation, application filing and the required compliance process.

A PSARA License is the legal permission needed to run a private security agency in Uttar Pradesh. PSARA stands for the Private Security Agencies (Regulation) Act, 2005. This law was introduced to regulate businesses that provide private security guards and related security services. It helps ensure that agencies follow proper rules for employee verification, training, supervision and security operations.
In Uttar Pradesh, private security agencies must follow the Uttar Pradesh Private Security Agencies Rules, 2023, along with the central PSARA Act. These rules apply to agencies providing security services to factories, offices, warehouses, hospitals, educational institutions, residential societies and other customers. The licensing process is handled by the designated Controlling Authority, with the required verification and approval procedures.
For example, suppose Sunrise Security Services wants to provide 20 security guards to residential societies in Lucknow. Before starting this business, the agency must obtain a valid PSARA License covering Lucknow district. Simply registering a company or obtaining GST registration does not replace the PSARA licensing requirement.
Yes. Under Section 4 of the PSARA Act, a person or business cannot start or operate a private security agency without the required licence. This applies to eligible proprietorship firms, partnership firms, LLPs, companies and other business structures that provide regulated private security services.
However, a business that directly employs guards only to protect its own premises is not automatically operating a private security agency. The distinction depends on the nature of the services provided.
For a detailed explanation, read our article: Is PSARA License Mandatory in India?.
Any eligible business planning to provide private security services to customers in Uttar Pradesh must obtain the required PSARA License. This includes agencies supplying security guards, security supervisors and other regulated private security personnel to commercial, industrial or residential premises.
A PSARA License may be required for businesses providing guards to:
The requirement depends on whether the business is operating as a private security agency, not simply on the number of guards it employs.
A Delhi PSARA License does not automatically permit a security agency to operate in Uttar Pradesh.
Example: Suppose ABC Security Services has a valid PSARA License in Delhi. The agency receives a contract to supply 30 security guards to an IT company in Sector 62, Noida. Since Noida is located in Gautam Buddha Nagar district of Uttar Pradesh, the agency must obtain the required UP PSARA License before starting its security services there.
This is particularly important for agencies operating in Delhi-NCR, where businesses frequently serve customers across state borders.
If you already operate in Delhi, you can also read our PSARA License Registration in Delhi guide for general licensing requirements.
Before applying for a PSARA License in UP, the applicant must meet the eligibility conditions prescribed under the PSARA Act and applicable state rules. The authority examines the business structure, background of the applicant and other requirements before granting permission.
An application may be made by an eligible individual or business entity, including a proprietorship, partnership firm, LLP or company. The applicant must not be disqualified under the Act. For example, certain criminal convictions and other statutory disqualifications can prevent a person or business from obtaining a licence.

Under Section 10 of the PSARA Act, a private security guard must generally be an Indian citizen, at least 18 years old and below 65 years of age. The person must satisfy the required character, training and physical fitness conditions and must not fall under the statutory disqualifications.
Agencies should verify these requirements before recruiting and deploying guards. Hiring untrained or ineligible guards can create compliance problems even after the agency receives its licence.
The documents required for a PSARA License in Uttar Pradesh depend on the applicant's business structure and the requirements of the Controlling Authority. A company may need to provide incorporation documents and director details, while a proprietorship applicant will generally submit documents relating to the proprietor and business premises.
Applicants should prepare the documents carefully because incorrect names, incomplete address details or missing declarations may lead to objections during the application process.

GST, EPF, ESIC and other registrations or supporting records may also be relevant, depending on the business, applicable laws and authority requirements. They should not be treated as universally compulsory documents for every applicant without checking the specific circumstances.
A private limited company generally needs its Certificate of Incorporation, PAN, Memorandum and Articles of Association, director details, office address documents and the required declarations. It should also identify the person authorised to submit and manage the application.
For a partnership firm, the partnership deed and partner details become important. A proprietorship applicant should prepare the proprietor's identity, business and address documents.
Before submitting an application, it is useful to compare your documents with our PSARA License Documents Checklist.
Businesses can apply for a PSARA License in Uttar Pradesh through the official government licensing system at psara.gov.in. The process involves providing business information, submitting the required documents, paying the government fee and completing verification.
The applicant must select the correct state and area of operation. This is important because a licence issued for one district does not automatically cover every district in Uttar Pradesh.
First, confirm that your business structure and the persons involved meet the requirements of the PSARA Act. Decide whether you need a licence for one district, two to five districts or the whole state.
Collect the required business registration documents, identity proofs, office address records and other supporting information. Ensure that the business name and address are consistent across the application.
Arrange for compliance with the training requirements applicable to private security agencies in Uttar Pradesh. The authority may require supporting information about recognised training arrangements.
Visit the official PSARA portal, follow the registration instructions and select Uttar Pradesh. Enter the required business details, district coverage, applicant information and other particulars.
Upload the required documents in the prescribed format and pay the government application fee. Keep the acknowledgement and payment receipt for future reference.
The application undergoes the required verification process. The concerned authorities may examine the background of the applicant and relevant management persons and seek additional information where necessary.
The Controlling Authority examines the application and verification results. If the requirements are satisfied, the licence may be granted. If information is missing or the applicant is not eligible, the authority may seek clarification or refuse the application according to law.
Under Section 7(4) of the PSARA Act, the Controlling Authority must grant or refuse an application within 60 days of receiving a complete application accompanied by the prescribed fee.
This is a statutory decision period, not a guarantee that every applicant will receive an approved licence within 60 days. Incomplete documents, verification requirements and objections can affect the process.
Applicants should avoid committing to security contracts that require immediate deployment before the necessary licence has been issued
The government application fee for a PSARA License in Uttar Pradesh depends on the number of districts in which the agency wants to operate. The basic fee structure is prescribed under Section 7(3) of the central PSARA Act.
|
Area of Operation |
Government Application Fee |
|
One District |
Rs. 5,000 |
|
Two to Five Districts |
Rs. 10,000 |
|
Whole Uttar Pradesh |
Rs. 25,000 |
These are government application fees. They do not include professional consultancy charges, business registration expenses, documentation costs or expenses related to training arrangements.
Suppose Secure Shield Agency wants to provide security guards only in Lucknow. It can apply for one-district coverage with a government application fee of Rs. 5,000.
Now suppose the same agency plans to provide guards in Lucknow, Kanpur, Agra and Varanasi. Since it wants to operate in four districts, the government application fee for the two-to-five-district category is Rs. 10,000.
If the agency plans to provide security services throughout Uttar Pradesh, it should apply for whole-state coverage, for which the government application fee is Rs. 25,000.
Important: Noida and Greater Noida are both within Gautam Buddha Nagar district. Applicants should select their coverage based on actual administrative districts rather than counting every city or locality as a separate district.
Yes, there may be additional expenses depending on the applicant's situation. These can include document preparation, training arrangements, professional assistance and other business compliance costs.

Security guard training is an important requirement under the PSARA Act and the Uttar Pradesh Private Security Agencies Rules, 2023. A private security agency cannot treat training as an optional activity. It must ensure that guards and supervisors receive the training required for their roles.
Training prepares guards to handle everyday security duties and respond properly during emergencies. It also helps agencies maintain professional standards when providing services to businesses and residential customers.
Training may cover physical fitness, basic security duties, access control, checking visitors, fire safety, emergency response, first aid, communication skills and the legal responsibilities of private security guards.
The Uttar Pradesh rules prescribe training requirements for entry-level guards. The standard initial training framework includes 100 hours of classroom instruction and 60 hours of field training, spread over at least 20 working days. Applicable relaxations or different arrangements for eligible former police personnel and ex-servicemen should be checked under the state rules.
The agency must meet the applicable training requirements and provide the necessary supporting information. Depending on its arrangements and the authority's requirements, this may involve an appropriate recognised training institute.
The Ministry of Home Affairs has also issued guidance concerning recognition of training institutes under PSARA. Applicants should verify that their proposed training arrangements meet the current Uttar Pradesh requirements.
Practical Example: A newly established security agency in Greater Noida plans to recruit 40 guards for warehouse security. Before deployment, it must ensure that the guards meet the required eligibility and training conditions. Merely purchasing uniforms and issuing appointment letters is not enough.
A PSARA License is generally valid for five years unless it is cancelled earlier. Security agencies must monitor the expiry date and complete the required renewal process to continue operating legally.
Under Section 8 of the PSARA Act, the renewal application must be made at least 45 days before the licence expires. It is sensible to start preparing the documents earlier so that there is enough time to review training records, employee information and other compliance requirements.
Receiving the licence is only the beginning. The agency must continue following the conditions of the PSARA Act and the Uttar Pradesh rules while operating its business.
Important responsibilities include:
The Uttar Pradesh rules also address commencement of operations after the licence is granted. An agency should plan to begin its permitted activities within the applicable period rather than obtaining a licence and leaving the business inactive indefinitely.
Operating a private security agency without the required PSARA License is an offence under Section 4 of the Act.
Under Section 20(1), the punishment may include imprisonment of up to one year, a fine of up to Rs. 25,000, or both.
For detailed renewal guidance, read our PSARA License Renewal Process in India.
Uttar Pradesh follows the central PSARA Act, 2005, together with the Uttar Pradesh Private Security Agencies Rules, 2023. These state rules provide additional requirements relating to applications, verification, training and the operation of private security agencies.
Businesses should follow the official Uttar Pradesh requirements rather than assuming that procedures used in Delhi, Maharashtra or Gujarat will be identical.
Noida and Greater Noida are important commercial and industrial areas in Gautam Buddha Nagar district. Security agencies here may provide guards to IT offices, corporate parks, residential societies, warehouses, manufacturing facilities and commercial buildings.
An agency operating only within Gautam Buddha Nagar district can consider one-district coverage, subject to its actual area of operations. However, if it also supplies guards in Ghaziabad or other UP districts, its licence must cover those areas.
Ghaziabad has residential developments, commercial establishments, warehouses and industrial areas that may require private security services.
A security agency serving customers in Ghaziabad must hold a valid PSARA License covering the relevant district. A licence covering only Gautam Buddha Nagar does not automatically permit operations in Ghaziabad.
Lucknow is the capital of Uttar Pradesh and has government-related establishments, hospitals, educational institutions, offices, hotels and residential societies.
Businesses planning to provide guards to these customers must obtain the required licence before beginning regulated security services.
Security agencies in Kanpur may serve factories, industrial premises and commercial establishments. In Agra and Varanasi, demand may also arise from hotels, hospitals, educational institutions, residential properties and other businesses.
The licensing requirement remains the same, but the agency must choose district coverage based on where it actually plans to operate.
A PSARA License is state-specific. An agency holding a licence in Uttar Pradesh cannot automatically provide security services in Delhi, Maharashtra or Gujarat.

A PSARA License is the government permission required to operate a private security agency in Maharashtra. It is issued under the Private Security Agencies (Regulation) Act, 2005. Businesses supplying security guards to factories, offices, residential societies and other customers must obtain the required licence before starting operations.
You can apply through the official PSARA government portal at psara.gov.in. Select Maharashtra, complete the required application forms, upload your documents and pay the government fee. The application then goes through the required checks before the licensing authority makes its decision.
The government application fee is Rs. 5,000 for one district, Rs. 10,000 for two to five districts and Rs. 25,000 for the whole state of Maharashtra. These fees do not include document preparation, training arrangements or optional consultancy charges.
Applicants generally need business registration documents, PAN, identity proof, office address proof and details of the proprietor, partners or directors. Maharashtra's 2022 rules prescribe Form I for the application, Form II for background verification and Form III for the required affidavit. Other supporting documents may also be requested.
Under the PSARA Act, the licensing authority must grant or refuse a complete application within 60 days of receiving it with the required fee. The process includes background checks and police verification. Missing documents or incorrect information may delay completion of the application.

A PSARA License is generally valid for five years unless it is cancelled earlier. To continue operating after expiry, you must apply for renewal at least 45 days before the licence expires.
No. A Maharashtra PSARA License does not automatically allow you to operate a private security agency in Gujarat. You must obtain the required Gujarat licence before supplying guards there.
Yes. Private security agencies operating in Thane or Navi Mumbai must hold a valid PSARA License covering the relevant district or districts. Check the exact district coverage rather than relying only on city names.
Operating a private security agency without the required licence violates the PSARA Act. Under Section 20(1), the punishment may include imprisonment of up to one year, a fine of up to Rs. 25,000, or both.
A company that directly hires guards only to protect its own office, factory or other premises is not automatically a private security agency. However, if it supplies security guards to other businesses or customers, PSARA licensing requirements may apply.
No. PSARA licensing and registration requirements under Maharashtra's security guards welfare laws are different. Depending on the type of business and workers involved, both sets of rules may need to be considered. A PSARA License does not automatically replace applicable Security Guards Board obligations.
