A bed is one of the most important pieces of furniture in any home. Whether it is a wooden double bed, a metal bed frame or a modern storage bed, people expect it to be strong, comfortable and safe for everyday use. However, the appearance of a bed does not always tell us about its quality. A bed may look attractive in a furniture showroom, but can it support regular weight without bending? Will its joints remain strong after years of use? Can the bed frame withstand repeated movement without becoming unstable?

To improve furniture safety and quality, the Bureau of Indian Standards (BIS) introduced IS 17635:2022 – Beds Specification. This Indian Standard establishes requirements for the design, dimensions, strength, stability, durability and performance of beds used in homes and other environments.nUnder the Furniture (Quality Control) Order, 2025, BIS ISI Certification has become mandatory for covered beds in India, subject to applicable exemptions and subsequent amendments.

What is BIS Certification for Beds?

BIS Certification for Beds is a product certification process through which manufacturers demonstrate that their beds meet the requirements of Indian Standard IS 17635:2022. The certification is administered by the Bureau of Indian Standards under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018. After successfully completing the required certification process, the manufacturer receives a BIS licence and becomes authorised to use the ISI Mark on the bed models covered by that licence. The ISI Mark indicates that the product is manufactured under a BIS-certified arrangement and is required to comply with the applicable Indian Standard.

For example, a company manufacturing wooden double beds must ensure that its products satisfy the relevant safety, strength, stability and durability requirements. The manufacturer must also maintain appropriate quality control arrangements at its production facility. BIS Certification is therefore not limited to testing one finished bed. It involves examining the product, manufacturing arrangements, testing facilities and the manufacturer's ability to maintain consistent quality.

What is IS 17635:2022?

IS 17635:2022 is the Indian Standard titled Beds – Specification, published by the Bureau of Indian Standards. The standard specifies safety and performance requirements for beds intended for adult use in domestic and non-domestic environments. It covers beds that are completely manufactured as well as ready-to-assemble beds. The purpose of the standard is to ensure that a bed can support the intended load, remain stable during normal use and withstand repeated use without unacceptable structural failure.

The standard includes requirements relating to:

  • Design and workmanship.

  • Dimensions and construction.

  • Surface and material performance.

  • Strength and stability.

  • Static load resistance.

  • Durability and impact resistance.

  • Product marking and quality control.

The official BIS guidance specifically excludes waterbeds, bunk beds and medical beds from the scope of IS 17635:2022.

Which Types of Beds Require BIS Certification?

The requirement applies to beds falling within the scope of IS 17635:2022 and the Furniture Quality Control Order.

Common examples include:

Latest Amendments and BIS Updates for Beds in 2026

There are two types of changes that businesses need to understand.

The first is an amendment to IS 17635:2022, which would change the technical requirements or testing procedures of the standard.

The second is an amendment to the Furniture (Quality Control) Order, which changes legal requirements, exemptions, implementation arrangements or conditions for imports.

These are different, and manufacturers should not confuse them.

Technical Amendment Status of IS 17635:2022

The official BIS Product Manual, PM/IS 17635/1/Dec 2022, records no technical amendments as of the publication of that manual. I could not verify a later published technical amendment specifically changing the clauses of IS 17635:2022 from the official sources reviewed. Therefore, manufacturers should not assume that the technical amendments issued for chairs, tables or storage units also apply to beds. Before starting product testing, manufacturers should verify the latest amendment record and Product Manual through the BIS Know Your Standard portal.

1. Furniture (Quality Control) Amendment Order, February 2026

Through S.O. 774(E), dated 12 February 2026 and published on 13 February 2026, the government introduced important exemptions for certain furniture manufacturers.

Research and Development Imports

Eligible manufacturers holding a BIS licence or having applied for certification may import up to 200 covered articles per financial year for research and development, subject to the order's conditions. These products cannot be sold commercially and must be disposed of as scrap as prescribed. Proper records must also be maintained.

Sale of Existing Furniture Stock

Eligible certified manufacturers or manufacturers who have applied for certification may sell, display or offer qualifying furniture stock manufactured or imported before the applicable implementation date for up to 12 months from that date. The manufacturer must provide the prescribed self-declaration to BIS.

Imports for Export Manufacturing

Certain non-BIS-marked furniture products, components and sub-assemblies imported for manufacturing furniture intended for export may qualify for exemption. The manufacturer must submit the prescribed declaration, maintain proper records and ensure that the goods are not diverted to the domestic market. These provisions do not provide an unrestricted exemption to all furniture traders or importers.

2. Revised Exemption for Micro Enterprises – February 2026

The government introduced another important amendment through S.O. 777(E), published on 13 February 2026. The revised exemption applies to qualifying goods manufactured by enterprises registered on the Udyam Portal, where both financial conditions are satisfied:

Requirement

Prescribed limit

Investment in plant and machinery or equipment at original cost

Not more than Rs 1 crore

Turnover in the previous financial year

Not more than Rs 5 crore

Udyam Registration

Required

Turnover certification

As prescribed, by a Chartered Accountant

This means an eligible small furniture manufacturer may qualify for exemption if all the notified conditions are fulfilled.nHowever, having Udyam Registration alone does not automatically exempt every manufacturer. Both financial limits and the other applicable conditions must be satisfied.

3. Furniture (Quality Control) Second Amendment Order – March 2026

The government issued S.O. 1125(E), dated 2 March 2026, to introduce transitional relief for certain imported furniture consignments. The order addressed situations where covered furniture had already been shipped or ordered before the implementation date. It allowed conditional exemptions based on the relevant shipment, purchase order and customs documentation dates. However, these import provisions were subsequently replaced by the Third Amendment Order of November 2026.

4. Transition Facilitation (Quality Control) Order – June 2026

The government introduced the Transition Facilitation (Quality Control) Order, 2026, through S.O. 3417(E), dated 25 June 2026. This order includes the Furniture (Quality Control) Order among the specified product categories and provides an additional conditional compliance arrangement. The arrangement is subject to the applicable certification, approval and eligibility requirements. It does not cancel mandatory

5. Furniture (Quality Control) Third Amendment Order – 2 November 2026

The latest verified amendment is the Furniture (Quality Control) Third Amendment Order, 2026, issued through S.O. 5950(E), dated 2 November 2026. This amendment updated the transitional exemption for certain imported furniture products, including covered beds.

Under the revised provision, an imported consignment may qualify for exemption where all the following conditions are met:

Document

Required date

Purchase Order

On or before 12 August 2026

Bill of Lading

On or before 30 November 2026

Bill of Entry

On or before 31 December 2026

The importer must submit copies of the purchase order, Bill of Lading, Bill of Entry and other supporting documents to BIS within seven days of consignment clearance. The documents must be provided on the importer's letterhead and signed by the authorised signatory.

For example, if a furniture importer placed an order for wooden beds before 12 August 2026, the consignment may qualify for the exemption only if the specified shipping, customs and documentation requirements are also satisfied.

Important: These provisions are transitional exemptions. They do not permanently remove the requirement for BIS Certification on imported beds.

Mandatory Requirements Under IS 17635:2022

IS 17635:2022 establishes several requirements that manufacturers must consider before seeking certification. These requirements help ensure that the finished bed is suitable for its intended use and can withstand the prescribed testing conditions.

1. Design and Workmanship Requirements

The standard requires beds to be designed and manufactured with appropriate attention to safety and workmanship. Accessible edges and projecting components should not have hazardous sharp edges or burrs. Relevant edges must meet the prescribed finishing requirements.

For example, a metal bed frame with sharp exposed corners may create an injury risk during normal use. Similarly, poorly assembled joints can affect the overall structural safety of a bed. Movable parts must also operate safely and meet the applicable requirements to prevent unintended operation.

2. Dimensional Requirements

Beds must meet the applicable dimensional requirements under Clause 5 of the standard. Manufacturers should check relevant measurements, product drawings and construction details to ensure that the design conforms to the standard. The appropriate dimensions and tolerances depend on the product being manufactured.

3. Surface and Material Performance Requirements

The standard includes requirements relating to the materials and surface finishes used in beds. Depending on the materials, applicable tests may address resistance to heat, liquids, oils or fats and other surface properties. Beds containing fabric or leather components may also require relevant material testing.

For example, an upholstered bed with a fabric-covered headboard has different applicable material characteristics from a bed made entirely of metal.

4. Strength Requirements

A bed must be strong enough to withstand the prescribed loads. The frame, base and supporting components must perform satisfactorily during the relevant strength tests. A bed should not suffer unacceptable structural damage when subjected to the loading conditions specified in the standard.

5. Stability Requirements

A bed must remain stable under the prescribed testing conditions. Stability testing examines the bed's behaviour when specified forces are applied. This helps assess whether the structure is likely to tip or become unstable during the intended use.

6. Durability Requirements

Beds are used repeatedly over many years. People sit, lie down, get up and change sleeping positions throughout the life of a bed. These activities place repeated loads on the bed frame and supporting structure. Durability testing evaluates how the bed performs after repeated loading cycles.

7. Impact Resistance Requirements

A bed may experience sudden loads during regular use. Impact testing assesses whether the relevant components can withstand prescribed impact conditions without unacceptable failure. This helps identify weaknesses that may not become apparent during ordinary static loading. These requirements are described in the official BIS guidance for IS 17635:2022.

BIS Testing Requirements for Beds Under IS 17635:2022

Testing is one of the most important stages of BIS Certification for Beds.

The manufacturer must ensure that representative samples satisfy the applicable tests prescribed by IS 17635:2022.

What Samples Are Required for BIS Testing?

The official BIS Product Manual PM/IS 17635/1/Dec 2022 provides the following sampling guidance:

  • Two beds for dimensional and safety requirements under Clauses 4, 5 and 7.

  • Material cut panels, fabric and leather pieces, where applicable, for surface performance testing under Clause 6.

The number of samples and applicable tests should be confirmed against the current BIS Product Manual and the specific designs submitted for certification.

For example, a manufacturer producing both metal beds and upholstered wooden beds may have different material testing needs. The manufacturer must not assume that a single sample or test report automatically covers every design produced in the factory.

Documents Required for BIS Certification of Beds

Before applying for certification, manufacturers should prepare the documents relating to their business, manufacturing facility, products and testing arrangements.

The exact documents can vary depending on the certification route and the applicant.

Can One BIS Licence Cover Multiple Bed Models?

A manufacturer may produce different bed designs in the same factory, such as single beds, double beds, king-size beds and storage beds. However, receiving a BIS licence for one design does not automatically authorise the manufacturer to mark every model produced at the factory. BIS uses grouping guidelines to determine which products can be covered under an approved licence scope. Under the BIS Product Manual, the licence scope identifies the product and relevant design or model numbers. Manufacturers must declare the models they want to include and follow the applicable testing and approval requirements. Additional designs should be included through the relevant BIS procedure before being sold as certified models.

Compliance Requirements After Obtaining BIS Certification

After receiving a BIS licence, manufacturers must maintain compliance with the relevant standard and certification conditions. Important responsibilities include maintaining quality control records, completing prescribed testing, using the Standard Mark correctly and informing BIS of changes when required. Manufacturers should also ensure that the products sold under the licence remain consistent with the approved models and applicable specifications. A change in bed design, materials or manufacturing arrangements may require additional assessment or approval, depending on its nature. BIS can conduct surveillance and take action if a licensee fails to maintain the prescribed requirements.

Benefits of BIS Certification for Beds

BIS Certification offers practical advantages to manufacturers, sellers and consumers.

Improved Safety Testing helps identify problems relating to strength, stability, workmanship and durability.
Better Product Quality Manufacturers are encouraged to maintain consistent manufacturing and inspection arrangements.
Consumer Confidence The ISI Mark helps consumers recognise products manufactured under an authorised BIS licence.
Legal Compliance Certification enables manufacturers to satisfy the applicable mandatory certification requirements.
Business Opportunities BIS-certified furniture may help manufacturers meet procurement requirements where Indian Standard conformity is expected.

Common Mistakes to Avoid During BIS Certification

One common mistake is assuming that all furniture products are covered by the same Indian Standard. Beds fall under IS 17635:2022, while bunk beds are covered by IS 17636:2022. Manufacturers need to identify the correct standard before preparing their application. Another mistake is submitting incomplete product drawings or failing to declare all models that require certification.

Businesses should also avoid using the ISI Mark before receiving the required licence. Importers should be particularly careful when relying on the November 2026 transitional exemption. The purchase order, Bill of Lading and Bill of Entry must satisfy the prescribed conditions. Finally, manufacturers should not assume that holding a BIS licence removes the need for ongoing product testing and quality control.
